Turn your creative work into a business

From starting solo to launching a game and growing a company, find support for your next step and keep your focus on making.

BDA policy support

Sources checked: October 27, 2026

Talent & founding

Solo AI founders · maximum personal award

RMB 500,000

Turn AI-native skills and real delivery into a business. Qualifying solo AI founders can receive personal awards after assessment.

AI-native founders operating with a lean organisation and end-to-end delivery capability may receive up to RMB 500,000 personally after review. This is not a universal company subsidy or an automatic benefit of joining.

Elite founder support has two stages: up to RMB 2 million personally in the first year, followed by up to RMB 3 million based on subsequent progress. Each stage has its own conditions.

Compute & models

Settled actual compute costs · support rate

30%

Compute support is capped at RMB 20 million. Separate model and token measures offer 50% support, up to RMB 5 million, under different eligibility rules.

Compute vouchers require review. The verified first-half guide covers GPU rental for model training and applications, with fixed business premises and non-related providers; storage, networking and security are excluded. That application window has closed.

Model vouchers cover deployment in designated challenge-led or benchmark application scenarios: 50% of completed contract value, capped at RMB 5 million. An ordinary personal subscription does not automatically qualify.

Token support covers 50% of token-consumption costs for companies with real application scenarios, capped at RMB 5 million. Compute, model and token support are distinct routes; do not count the same expense twice. Consult each batch notice for application dates.

OPC product-service vouchers

2026 batch · maximum per project

RMB 200,000

This batch covers 30% of actual prototyping, software/hardware adaptation, brand communication and copyright-transaction costs to help test your product in the market.

Applications: October 26–November 16, 2026

For innovative AI micro and small enterprises lawfully operating within Yizhuang New Town’s 225 km², with fixed premises and a self-developed or iterated AI product or prototype, subject to credit and other requirements.

Only relevant services actually provided during January 1–September 30, 2026 qualify. Keep contracts, invoices or settlement statements and delivery evidence. The guide requires two years of audited annual accounts; newly formed companies should confirm documentation requirements first.

This batch caps annual company support at RMB 1 million and prohibits contract splitting. The parent policy separately sets a cumulative RMB 1 million company cap; do not assume a fresh allowance every year. Future batches follow their own notices.

Game development & launch

Per original game · licensed and publicly launched

RMB 200,000

Original games with a publication licence and public launch: up to RMB 600,000 per company annually. A separate development-cost award covers 30%, up to RMB 10 million per company annually.

Launch awards require original ownership, a publication licence and public-launch evidence, with an annual company cap of RMB 600,000. Support for AI stories, NPCs and scenes does not waive licensing requirements.

The development-cost award applies to launched products at 30% of the previous year’s game-development costs, capped at RMB 10 million per company annually. Eligible categories include R&D, testing and copyright-application services. This is not upfront seed funding.

Payments below RMB 100,000 are not made. For the same company and project, these clauses and other BDA policies follow the most-favourable, non-duplicate rule. Municipal support may stack as stated in the policy, except where otherwise specified.

Company qualifications & growth

National high-tech enterprise · one-off approval award

RMB 300,000

Plan ahead for high-tech and specialised-enterprise recognition, growing R&D investment and major technology projects.

National high-tech approval: RMB 300,000 once; renewed approval after expiry: RMB 200,000 once. National “Little Giant” and Beijing specialised-enterprise approval or expiry review: RMB 800,000 and RMB 300,000 respectively. No duplicate awards; promotion receives the difference.

Annual R&D costs must grow by more than 10%. Support on the policy-defined excess is tiered at 5%, 10% or 15%, capped at RMB 3 million, with batch-specific industry, size or “Little Giant” requirements. Do not apply the rate to all R&D costs.

Approved national or Beijing major technology and industry projects aligned with BDA priorities may receive 1:1 matching, up to RMB 30 million. This cannot be received together with the R&D-growth award. Check the relevant industry’s current guide.

Housing for young talent

Age 35 or under · full-time bachelor’s degree or above

Staged housing support

From job-search stays and internship rentals to discounted housing for employment or founding, find more room to focus on your work.

The 2026 notice covers people aged 35 or under with a full-time bachelor’s degree or above, seeking work, interning or employed within Yizhuang New Town’s 225 km², or founding in an eligible industry.

The staged arrangement is described in official news. Free periods, renewal rent, other charges and founder eligibility follow current guides, housing review and the lease. “Free accommodation” does not necessarily include utilities or property fees, nor guarantee immediate availability.

Joining does not guarantee funding; an effective policy does not mean applications are open. These are highlights. Eligibility, eligible costs, non-duplication and payment follow current policies, batch guides and official review. Do not add the maximum amounts together.
